Neighborhood House has been and continues to be a welcoming presence for thousands of refugees, immigrants and others in transition or crisis. Our organization has become a full-service hub for those seeking assistance with basic needs, from food to housing, as well as helping create future opportunities through family coaching and education programming.
The Immigrant Law Center of Minnesota (ILCM) is a nonprofit organization that provides free immigration legal representation to low-income immigrants and refugees in Minnesota and North Dakota. ILCM also works to educate the community about immigration matters and advocates for public policies which respect the universal human rights of immigrants.
Conversations with Friends (CWF) is a dedicated, humanitarian, all-volunteer, 501(c)(3) non-profit organization whose members write weekly pen-pal letters and send birthday cards and Sunshine Club cards to people detained by Immigration and Customs Enforcement (ICE) in the Freeborn County Adult Detention Center (Albert Lea), Kandiyohi County Jail (Willmar), and Sherburne County Jail (Elk River). In addition, we make modest commissary deposits; we provide ‘Dignity’ backpacks for those who have been ordered deported; we provide Safe Release services to people who have been released and need assistance reaching their final destination; and we visit people detained by ICE at the Freeborn County Adult Detention Center. COPAL, Comunidades Organizando el Poder y la Acción Latina, is a member-based organization established in 2018 to improve the quality of life of Latine families. Over the past eight years, COPAL has evolved to become a well-known, grassroots power-building, and visionary transnational organization.
Haven Watch Minnesota was formed after witnessing firsthand what happens when people are released from ICE detention centers in Minnesota, often traumatized, without phones, IDs, transportation, or even proper clothing in extreme cold. What began as providing emergency support like phones, coats, and rides has quickly grown into something much larger. Today, we serve as a trusted community resource, offering help with legal and immigration questions, healthcare referrals, lost wages, and more. We exist to be a reliable haven for people navigating one of the most difficult moments of their lives—and we are committed to this work for as long as it’s needed.
The Immigrant Defense Network (IDN) – based in Minnesota is a growing, statewide network of 90+ nonprofits, grassroots groups, and advocates – developing new rapid response and movement building strategies through deep collaboration and coordination.
Minnesota Immigrant Rights Action Committee is an all-volunteer, grassroots, multiracial, and multinational immigrant rights mass-movement organization. MIRAC fights for legalization for all, an end to immigration raids and deportations, an end to all anti-immigrant laws, and full equality in all areas of life.
WSCO organizes the people of St. Paul’s West Side to build collective power, and advance justice and racial equity for all people. We envision a just, united, self-reliant West Side where all of our people are connected, safe, healthy and successful. Founded over 50 years ago, we proudly serve as the planning council for Saint Paul District 3.
Women’s Foundation of Minnesota – Immigrant Rapid Response Fund is a coalition of 32 philanthropic leaders rooted in communities most impacted by immigration-related harm. IRRF ensures that resources move quickly, responsibly, and with community accountability to trusted organizations responding to immigration-related emergencies across Minnesota.

MONARCA Rapid Response Line is a coalition of thousands of workers, students, people of faith, parents, clergy, business owners, teachers, caregivers, and young people. We are a movement that has trained over 20,000 everyday Minnesotans as neighborhood observers to help protect people’s rights where it matters most—on the ground, in our communities.

The Hummingbird Initiative is a WSCO project connecting Saint Paul’s West Side community with trusted immigration information, legal resources, and rapid response support—grounded in collective care, preparedness, and community safety.
The Minnesota Attorney General’s Office wants to help assess and address the impacts of federal actions on Minnesotans. This form is for reporting incidents or effects related to or caused by recent federal actions in Minnesota, including but not limited to: violations of constitutional rights (racial profiling, excessive force, retaliation against protestors, observers, and media), business closures, reduced healthcare access, reduced education access, other issues impacting public safety and civil liberties, federal funding cuts, federal grant terminations, terms and conditions tied to federal program participation, other administrative actions by Federal agencies.

Since 2005, PIRC has demonstrated its ability to mobilize large numbers of people, provide crucial services during critical moments (like ICE raids), and adapt its structure to meet evolving needs. The current focus on achieving organizational independence while maintaining and expanding services reflects PIRC’s commitment to long-term sustainability and increased impact in the immigrant rights landscape.
In a Gospel spirit of service and solidarity, we accompany the migrant, refugee, and economically vulnerable peoples of the border region through hospitality, advocacy, and education. We place ourselves among these poor so as to live our faith and transform our understanding of what constitutes more just relationships between peoples, countries, and economies.
